Adrian and his team has been providing technical advice to NYS and NYC on the 2020 NYC Energy Code, 2020 NYS Stretch Code, and previously on the NYS Green Construction Code.
He led a team that trained the NYC DOB on Energy Code compliance; advised on the NYC Local Law 86 and Local Law 31 that requires 50% energy cost savings vs code. He has expertise in deep carbon reductions for new construction and retrofits, and participated in the Urban Green panel that served NYC in an advisory role for the NYC LL97.
He has analyzed hundreds of millions of sf of facilities:
- single-family homes and 1-3 story multi-family homes
- mid-and high-rise residential buildings
- commercial - office, retail, educational and hotels – but including all other types (e.g., health care, institutional, assembly, warehouse, transportation, and so on.)

Adrian TULUCA is a Senior Principal at SOCOTEC and has held various other positions within the organization since 2006. Prior to his current position, Mr. TULUCA was a Principal at Vidaris, Inc. (formerly Viridian Energy & Environmental) which was acquired by SOCOTEC in 2019. Mr. TULUCA was previously employed at Steven Winter Associates.
