SAN FRANCISCO FACADE INSPECTION AND MAINTENANCE ORDINANCEThe San Francisco Facade Inspection and Maintenance Ordinance, enacted in May 2016, mandates regular inspections and maintenance of building facades for all structures that are five or more stories high. The ordinance is designed to ensure public safety and reduce the risk of facade failures, particularly in the event of an earthquake.Key requirements include:Inspection Frequency: Buildings must be inspected every ten years, with the first inspections due between 2021 and 2027 depending on the building’s age. Buildings constructed after 1998 start inspections 30 years after completion, with more immediate requirements for buildings with 15+ stories.Inspection Process: Inspections must be conducted under the supervision of a licensed California architect or engineer (or, for historic buildings, you must hire someone with expertise in preserving, maintaining, restoring and rehabilitating). Inspectors must review the building's condition and report any unsafe conditions that require immediate repair.Compliance: The ordinance outlines specific deadlines for each tier of buildings based on theirconstruction date, ensuring that older structures are prioritized.The ordinance also includes provisions for the maintenance of historic buildings and newer high-rise structures, particularly those with significant glass components, to prevent hazards from falling debris.Buildings included in the Facade Program are:5 or more stories tall, andType I, II, III, or IV constructionThe findings of the inspection are to be documented in a written report submitted to the Department of Building Inspection. Noncompliant code conditions identified in the report will need to addressed. CALIFORNIA SENATE BILL 721 -EXTERIOR ELEVATED ELEMENTS INSPECTION PROGRAMCalifornia State Senate Bill 721 (“SB-721”) requires that the exterior elevated elements of buildings containing three or more multifamily dwelling units must be inspected every six years.Exterior elevated elements (“EEE”) are classified as balconies, decks, porches, stairways, walkways, entry structures that extend beyond the exterior walls of the building which have a walking surface elevated six (6) feet or more above ground level, designed for human occupancy or use, and rely in whole or in substantial part on wood-based products for structural support or stability.The purpose of the inspection is to determine if the EEE and associated waterproofing components are in safe condition, adequate working order, and free from any hazardous condition caused by fungus, deterioration, decay, or improper alteration. The law requires inspection of associated waterproofing components that protect the load bearing elements including sheet metal flashings, membranes, coatings, sealants and features that may penetrate the membrane such as guardrail attachments,  drains, and scuppers.Criteria:The inspections must be performed by a licensed architect, civil or structural engineer; a CertifiedBuilding Inspector; or a contractor holding an A, B or C-5 license with at least 5 years’ experience.The inspector will evaluate the condition and performance of the components that comprise the EEEwith a focus on structural integrity. A minimum of 15% of each type of EEE must be inspected, randomlyselected by the Inspector.The inspector will issue a detailed, comprehensive report of observations and findings along with photos and elevations/plans as necessary to document the condition of each EEE inspected.SOCOTEC can provide the professional services needed to inspect and submit the SB-721 Exterior Elevated Elements Reports, in addition to the professional design services to address distressed conditions and provide drawings and specifications suitable for bidding and construction by others.
